A national union representing engineers also negotiates how any change to crew size happens.
What should someone training as a locomotive engineer expect?
Federal certification and a union contract still define this career path, and neither is changing soon. The skill worth building is judgment in bad weather and emergencies, reading a signal through fog or reacting to something on the tracks, since that's the part automation still leans on a person for.
